I'll delete it then.
Don't know why people create this sort of thing to do what ?

They're trying to make people think it's real, so they click on it and get a virus or fill out their personal information (most likely social security numbers and credit card details).

Traffic tickets . . are left on your car.

They can come by snail mail too. Automated traffic cameras can catch and record you speeding or running red lights. The system will mail to the address that the car tags are registered to. I know firsthand. I got ticketed by a computer, and it had video evidence which I was able to see online.

I guess i was in New York because i have magic powers ...

I got the VERY same email about a week or two ago, and I deleted it immediately.

Even if I had just been in New York, I would have been suspicious, because my email address is nowhere in view, in/on my car.

Virus/Spam - Delete. I just received two emails stating the same thing yesterday. I also have been getting letters from the "IRS".

Telstra, why do you always post your obvious spam mails, asking if it's real?
