I suspect most people are versatile. All this appellation of "top" or "bottom" is an affect of this being a forum and people liking to advocate roles as a form of validation.
For my part, I think being a versatile makes the guy perfect (as a role) because I don't think I enjoy the idea that i would be by default cast into one role all the time.

The answer probably is the guy has to be just as good as a top as he is as a bottom.
In a serious answer, I don't think it has to do with skill, but with attitude/flexibility. I think most of what makes people "poor versatiles" is being too overly attached to only topping or bottoming, and that's almost entirely in their heads rather than a question of skill or what they're better at.
Yes the attitude is really important but also the looks.
Any guy can top or bottom but there are certain looks that scream top or bottom. I think very few can appeal as both.
