Umm, before you fly off the handle, did you ask for your boyfriend to put the "gawking" into context?

Does he know this kid on the bike?No
Did he just help the kid on the bike?No
Did the kid on the bike just do something that warrants "gawking," such as pushing another child? No
Did the neighbors see him doing it? yes
As for:
The last time I checked it was considered polite and common practice to look at someone when they are talking to you.
Was this "looking" unacceptable? Yes
Was it more of a "gawking" than a "looking"? Yes
Was the looking directed somewhere you deem inappropriate (i.e. one's crotch)? Yes - and licking his lips

I have to say I'm still confused.
You said in your first post that you "caught" your boyfriend looking.
The word caught, to me, would imply he was already engaged in the activity.
If you "caught" him, how did you have any back story (read: context) unless you talked to him first?
Maybe it is just the language you used.

And who asked about the neighbours seeing him do it and why are you suggesting this is relevant?
