No, when bigoted people say, "He's too gay," they mean, "He's too gay;" otherwise they would use other words that they also know, like, "He's too animated and flimsy." The reason that people don't make references to animation levels is because that would be stupid and irrelevant to anything, except in a hunting scenario. They comment on and judge the value of others using perceived sexuality as a determinant because in most societies, non-heterosexuality is still thought of as a threat to dominant powers. Bigots aren't interested in a person's animation, they are interested in what that animation likely stands as a sign of - non-heterosexuality.
