It's not so much where to buy it (Internet is probably a good place) as it is which to buy.
If it were me, I'd wait for Intel's new Arrandale processors to come out. Pretty much everything on the market has been Core 2 Duo and this will be a major switch.
Do you already use a Mac or PC? Which video editing software are you planning to use, or do you have any plans in that direction? If you are already familiar with a video suite on a PC and want more horsepower, there could be something to be said for sticking with a PC. If it were me I'd go with a MacBook Pro after the next update which should be fairly soon.
If you can afford it, I would highly recommend a macbook pro. For video editing, your best bet would be the 15'. You could always add more memory/ bigger HDD later.
It's such a pleasure to work with Apple products. There's this simplicity yet professionalism about all their products that allow your work to flow smoothly. It's a dream.

Enjoy your Windows Hell, then. Though I hear Windows 7 is superior to any other Windows and CS4 will run on it. You might consider 64-bit OS too. Premier Pro apparently runs fast on 64-bit. Look for Intel Core 2 Duo's and higher as they are 64-bit capable. Look for non-integrated video. Dell or Gateway (yes, Gateway) will offer the most power for the buck. Avoid HP. They've gone into the disposable laptop market it seems.
Still, I'd say buy a Mac if you want the best laptop. I've supported PC's for nearly 20 years (and still do) but I won't use one for myself. Stopped about 5 years ago.
