The cop is Chris Steele and the jogger is Michael Soldier from the movie "LumberJacked".
 
^^^ Actually you weren't far off the mark at all! ... GEVI has a very useful feature where you can check if two guys are in the same film ... ie: there's a menu of co-stars names, as per my first screen shot below, where it is arrowed in red at the bottom of Chris Steele's listing. The second screenshot shows that they were in "Cops Gone Bad" but further down the list they were indeed also both in "Lumberjacked" but not in the same scene! ... :) ...
