WRT nurses, they can't do stuff they're not trained to do. This was highlighted recently when my mum had to have some blood taken down at the surgery. Since mum is now 78 yo, her veins are a little thin, and they often give when the needle enters, making it hard to get at the vein. Its not pleasant to have to be stabbed several times in different arms only to have no result.
So, the nurse said that because she wasn't trained in using a finer needle, they asked us to go down to the hospital phlebotomy dept to get it done.
As Ben mentioned, it's to do with protocol, and what nurses have been taught to do...
