So that one party can't put a feather in their hat on a political promise?

The American public, and our best interests aren't being served IMHO.
Was it this same bill though? They leave it ambiguous enough that it could have been bills that were nothing like the compromise reached for this last one.
 
That's not what I'm asking though. Was it literally the exact same bill, from the first page to the last page? Little provisions tend to make all the difference...

That meant the otherwise intact, milder legislation had to go back to the Senate for another vote. Although Republicans and the Democratic Senate leadership both supported this formality to complete enactment, about an hour before adjourning, an anonymous GOP senator said no, put a hold on the bill and left town, killing the reform.

So apparently there must have been "something."

But know one seems to know what that was, or the name of the Senator who killed it.
