It was called a mullet back in the 80s. Somebody seemed to think that cutting the hair short on the sides and exposing the ears, while maintaining it long in the front, on top, and in the back, was somehow an improvement on the typical 70s hairstyle, when guys' hair was longish all the way around. Sometimes the mullet would even have a rattail in back, which was thin, long, and braided like the old Chinese style.
 
Nah, this isn't a mullet. The hair on the side is a bit longer so it goes over the ears or has to be tucked behind them and the hair on the back is neck length. Kind of 80s Michael Douglas or Tom Selleck:

I can remember having my hair done similar and the hair stylist calling it a feathered look. But I'm not sure what the professional name is. :)
