She's either really dumb or didn't really want to die. Why would she lay down between the tracks? If you want to commit suicide by train (which is a very over-the-top way of doing it, anyway) you either lay on the rails so the wheels slice you apart or stand up so the train hits you head-on.
 
My guess is that she is a mutant testing out her new powers.
