No, it can rain at anytime of year there, but it doesn't rain very often.
January - March has the most rainfall days.

November - March it is also cooler.

For Dubai, 'cooler' means 77° F - 95° F day and as low as 48° F at night.

Combined with the recent worldwide economic mess but yes, they'd no doubt have 'weathered' it far better without the building bust.
