"You look pretty good', is the same to me as "You look acceptable", or at the very least "You are not hideous". I consider it as a decent compliment on par with "I don't need to be drunk to fuck you".

I agree with this. I've heard a very flatlined "You look good" And I've heard a very enthusiastic "Damn you look pretty good"

It sounds desperate for something to say, and almost always implies the unspoken 'all things considered'.

And, 'all things considered' can encompass an awful lot of territory.

To use "pretty" in front of "good" is to suggest that something is not completely good. In the same way, if I were to ask a question and then say that the answer was "pretty much right", I'd be implying that in some respect(s) the answer was either incomplete or incorrect.

If you think someone looks good, say so. If you think they look pretty, say that. To say they look pretty good is damning them with feint praise.
