Over the top is superior. It's easier to rip with one hand, and if you ever can't find the edge, just spin it around.
 
I go paper under, because I find it easier to tear, prettier, and it looks like some cool star trek toilet paper dispenser if you use your imagination. Paper over is ugly and I don't know why anyone would put it that way.

I didn't even know there was a "right" way to do it till my ex a few years back. I still didn't remember the "right" way till I read this. Whatever way I grab it and put it on is the way it's on. I had an ex who would also take a few sheets and fold it up to wipe his as. Same a mount of squares everytime. I thought that was so weird. I just grab a handful and wad it up. LOL, u gotta be OCD. I dated two OCD men. My new test to see if they are OCD is to put the toilet paper on "wrong" and see if they flip out or put it the other way when they are in the bathroom. If they do i will run for the hills. Nothing worse than dating an OCD guy. My ex couldn't even open up doors to stores. He waited till a stranger did it or made me. I use to lick the table at a restaurants to show him it wasn't gonna kill him, lol.

Actually you are right. His OCD just turned me off. He had these weird rules and things he did. Things that made my jaw drop. I have compassion for those with this illness but I don't have to date them or sleep with them. I was with him for 5 years. I did my time.
