Well it seems equally probable that it does have some bearing as it not having any bearing. We don't understand a lot of things...the brain and the personality/person linked with it probably the least of all. Perhaps the time of birth doesn't determine everything, but perhaps it creates tendencies which do or do not appear in life depending on environmental factors, etc.

It shouldn't become an "excuse" anyhow, especially since most astrology has a sort "work on your weaknesses and embrace your strengths" sort of feel to it.

I prefer reducing it to interesting fun anyway...
