I think I remember that. It was called something like kanthaxanthin, and it made you look kind of orange IIRC. It was withdrawn from the market after some disturbing data about its safety, but I don't remember the details. Liver damage, maybe? Or am I just going on the orange thing?
That was a topical, and didn't give an actual tan. The real stuff never made it to market, and the only reason I'm aware of that could possibly have been grounds for that was that it had as a side effect a Viagra-like reaction in many men.
The reason it should be on the market is that having a tan is healthy; it actually helps protect against the sun -- it's just that getting that tan naturally is detrimental to the skin (and the detriment is related to how fast you acquire it).
