Not any higher than in any other big European city, but unfortunately LGBTs are more likely to be harassed by groups of stupid assholes than used to be the case.

It's been ten years. I have no idea what's there now.

The Spuistraat has some reliable but expensive 'clubs' and then there are a few escort services he can try. (even more expensive). He'll find all that in just about any free gay magazine there.

There are some guys selling themselves on the streets in in the cruise parks, but he's very likely to get mugged that way.

I don't think there's much Iranian/Iraqi on offer there, but I don't really know.
