It would be comforting to think that but I suspect there is no intention to return anything to anybody, just ask Greece. No one in the world cares about this but Ethiopians and Chuck. This isn't the first time Ethiopia has asked this question, no one howled before, and no one is going to howl now.Honestly, I could see this as a first step to getting the remains released. If the palace returned them promptly, English right-wingers would howl about it. Saying no will get decent people to howl about it (well, maybe not howl), creating the public pressure needed politically to release the remains.
I'm not sure about British law in this area, but it's entirely possible that Parliament would have to give positive assent to the return of the remains. Same with the Parthenon Marbles: I believe that the British Museum is forbidden by law to deaccession any treasures in its collection.
