Well, it is a crime. It is illegal to have sex with animals. Whether you see it as a crime or not is irrelevant because it is. As for "more important job to do", this is their job. To stop and arrest people committing illegal acts.

Government officials/employees don’t get to pick which laws/illegal activities they will or will not pursue/uphold/prosecute. They have to go by the current laws, as they appear on the books, whether they agree with them or not.
