Almost certainly not. There's a reason why graduating cohorts and social strata are both called "classes," and the same general rules apply: the order-givers are shielded, while the order-followers are punished.

I can't really blame them for becoming uncomfortable when a load of drunken lads are harrassing them.

A tempest in a tea pot. This is the sort of thing that should be met with a stiff reprimand and a fine. It's not right, and of course other people should not have to see it, male or female. But it does make the world seem a little overly delicate to lay criminal charges, ruin careers, and run around wringing our hands about the end of morality.

This seems to be playing out based more on fear of sexuality rather than any objective harm.

At first I assumed that this had happened on a team bus, or a chartered bus.

This taking place on a local bus, with a designated route which is used by the general public, definitely seems inappropriate to me.

Other than that, not living in the UK, I know little or nothing about their laws regarding lewd behavior in public.
