Samsung is certainly a good brand. I have the 21.3" 214T (not widescreen, must have 4:3 for CAD work).
Anyway, ViewSonic has been behind the curve for quite a while now. What they offer, someone else makes at a lower price.
The Dells (which coincidently are usually made by Samsung) are also quite good.
Higher contrast and brightness (nits) are better, though what you'll need is dependent on your intended use. The response time is also important if we're dealing with games.
But you look like you might be a photo geek. The contrast is the biggest issue here. I'd say you want at least a 600:1 ratio. The 214t is a 900:1, and it's too contrasty at its highest setting, so I think about 600:1 would be about right. Typically what's needed for photo editing is lots of contrast--in calibrating monitors, you often set them at their highest setting, and that still isn't enough.
