The police report said a bullet was fired into the air and struck the window in a downward direction with enough force to break the pane but not penetrate the blinds. Lepley said the bullet landed on the floor about a foot from the window. Cantor occasionally uses the room for meetings, police said.

And if the report you link to is accurate, nobody in Cantor's office could have known where the bullet was shot from or why.

If you look at the two news stories posted, the following facts are clear:
1. The bullet hit Cantor's window early Tuesday morning.
2. The bullet was found one foot from the broken window and did not hit with enough force to pass through the blinds.
3. Cantor held a news conference on Thursday in which he reported that his window had been shot.
4. At the press conference, Cantor did not disclose that the Richmond police determined that the bullet was the result of random gunfire into the air not directed at Cantor's office.

From the facts we know, one may make the following inferences:
1. The Richmond police advised Cantor's office on Tuesday that the bullet was the result of a random shot.
2. When Cantor gave the press conference two days later, he was aware of the essential facts about the shooting and the conclusions of the Richmond police department.
3. Cantor deliberately withheld the salient facts of the shooting from the press during his news conference to give the false impression that his office was shot at in a violent attack.
4. Cantor deliberately deceived the public.

who to get to do it, thereby keeping his hands clean of the sordid details.
