Unfortunately, that first adjective isn't accurate.
No idiot could have manipulated the intelligence agencies and pulled the strings behind the scenes to make Bush dance like a puppet.
"Delusional" would be a better term -- a characteristic he shares with Rumsfeld, among others.

I don't believe Cheney did it by himself. I don't believe he's an idiot either but that's beside the point. This was clearly a group of intelligent, manipulative scumbags (possibly a very large group) all scheming behind the scenes. It wouldn't be that hard with people of average intelligence if you have all the right players in the right places.

I think it began back when that group of money men came to Bush with tens of millions of dollars already committed and told him they thought he could win: they bought themselves a president, and Cheney was the real key man, with Bush as a figurehead.
