im not a british taxpayer. though honestly if he was treated wrongly (given hormones, surgery, etc when they were notneeded to ease distress) i do not see how it's possible for the NHS to refuse to fund correcting their mistake.

No. I'm using the word "reactionary" for a certain kind of arch-rightist. This is not a usage that is peculiar to me and it has had little to no connection to reacting to anything in particular for at least a hundred and twenty years of use. The closest I can think of to a literate, thinking person treating reactionary as implying a reaction to something was when a very conservative (and racist) white nationalist friend of mine asserted that he saw error (theological and intellectual) and reacted to it. Barring his little word play and errors by sloppy thinkers/speakers, I know of no non-eccentric usages of ""reactionary" that imply reaction. Your understanding or at least your use of the word was strange and non-English in nature.
