The ugly modernism (not just serialism) that infected contemporary classical music, mostly conquered it for a few decades after World War II, and continues to afflict the German-speaking world in particular. (I'd have held Stockhausen up as a particular example, but I sort of like Stimmung.)

Genre wise or particular artists/bands? I don't find any particular genre overrated, but I tried listening to the Beatles and don't get the hype. Not bad, but not my cup of tea.

The one who leaps to mind right away?
We probably can't call him underrated, strictly speaking, but I agree with Mel Tormé that he was seriously undervalued vis-à-vis Frank Sinatra. (I've heard that this irked Mel for most of his life.) Frank was better at selling a song to millions of regular folks, but Mel was a much, much better artist. I think he had a better voice, too. (Not to mention that Mel was a better human being.)

Quite a few, but one particular artist that is criminally underrated and "under the radar" is Esthero. She's a Canadian singer who debuted around the tail end of the short-lived trip hop era in the late 90's, but her voice is so versatile. She can sing pretty much any genre: R&B, jazz, rock, folk, etc. It's a crime that she's not more well-known.

See, that ties right into what I was thinking today. For those of us (and I'm sure this includes many Jubbers) who don't really have much truck with the idea of guilt being associated with pleasure, what we mean by "guilty pleasure " is really "shameful pleasure."
That said, what's my shameful pleasure TV show? I don't feel much shame about Downton Abbey, and it's been so long since I had a TV that it's hard to think of one.
