Once a decade, NOAA (National Oceanic and Atmospheric Administration) releases updated "normal temperatures" based on average temps over the past 30 years. In just one decade the new normal has moved up overall by .5 degrees, with many northern states like MN, up by a full 1 degree. Why do you think that is?
