Yes, SEALs are top rung -- but there are other top rungs. It's like when someone said in my dad's presence, "He's a very bad cat!", to which my dad observed, "No, he's a very good cat -- he's very good at being a cart; he's just not very good at being human... so don't expect him to be human, expect him to be a cat."
Navy SEALs are very good at being warriors who work in a team. They're in the top one percent of one percent at being warriors. But they're not required to be politically astute.
BTW, I know a former master sergeant who for years was politically opaque; there was no telling where his sympathies or views lay. But once he left the service, he turned into what locally passes for a Democratic activist. That's the way it works: your 3-star general won't give so much as a trace of a hint while he's in, but once he's out he'll be free to do as he pleases.
