If there is a planet equivalent to Earth, it already has life on it. That planet belongs to that life. So, we have no business going there and fucking it up.

Colonialism blew the first time around, and the countries affected are still recovering - or not recovering, and that's the problem. . .

Why?

Other continents had life; should humans have not gone from one to another?

Other valleys had life; should the first humans have just stuck in their valley?

The native peoples of every one of those, however, have fared very poorly indeed. The Indians are doing OK, but remember that there were people there before the Indo-Europeans took over; they're called Untouchables now.
 
In fact at only 20 million each, you'd find volunteers willing to pay out of their own pockets. I doubt space travel could be made so cheap over those distances however.
