Because there is a judgment in NY, all James would have to do is send a marshall to a NY bank or a NY property to seize that asset. Going after properties in other States (called "domesticating a judgment") requires due process and compliance with that State's laws regarding asset seizure. The process can take some time, so James will likely go after NY properties before trying to go after assets in other States.
