Passing a law isn't gonna stop how people feel about a certian group. It may give protection, and it really doesn't do that, it just gives an outcome (sometimes) if you violate that law.

So you are saying the Civil Rights Movement accomplished nothing?

You are not listing to what I am saying. CRM did a lot, but it doesn't change the way people feel.

What I'm saying is that if you have decent protection arranged in the law, it greatly helps to deter groups from imposing discriminatory policies on others.
