I think it's important to maintain eye contact when you're talking with a person, particularly when you're listening, unless you're driving or you're comfortable enough with the person to know he/she won't think you're ignoring the person.
I also make it a point to be comfortable with locking eyes with people I pass by on the street, but I don't linger or give any looks that could seem threatening. You've got to appear decently confident if you want to be taken seriously and being able to look people in the eye without darting away at contact is part of it.
What's hard for me is eye contact with random people while sitting on the subway or bus. I don't really like locking eyes with people who are going to be sitting or standing in front of me for a long time. It's just awkward cause I hate those "silent conversations" that you get into with people when you're wondering if they're giving you signals and whether or not you should somehow acknowledge them, even if you're not interested. And of course, it's really an issue if the guy is cute. Then it's always on your mind and it just seems more obvious (to whom?) that you're subconsciously sending signals or maybe resisting the urge to send signals. It's probably all in the mind though.
