You may regard the auto certificate as an implicit tax, if you wish. I would not. The insurance mandate is closer, since those who do not buy insurance must pay the fine or tax imposed. Employed people not not have the right to opt out as by not driving the car.
If you accept that some healthy young people chose illegitimacy, welfare and/or crime rather than working for entry level wages, then the requirement that employed people buy insurance provides an additional disincentive to work.
