New York vs. Los Angeles

There are lots of things to do in both places, but everything's a lot more compact in New York. It's a big city. LA is more like a giant suburb--very spread out. Not really good if you don't have a car. That's the defining issue for you, I think.
 
I used to like L.A. the most because it's huge and it doesn't have cold winters but now i like Atlanta because
it has big black penises and it doesn't have earthquakes...and of course the winter thing.
 
Like others have said both are great Cities, with enough money.
But I would side with NYC.
Do not think that Miami is the only place with a very large population of Latino's. There is no shortage in NYC and there is no shortage of New Yorkers in Miami. But Miami is not New York City that much is certain..

It depends on where you are in LA. If you are in places like Santa Monica or West Hollywood, you can generally get around on the mass transit, biking, walking, and cabs. But in generally MOST cases (not all), living in LA, you really need a car.
 
Near Beverly Hills? Where? Santa Monica and Wilshire Boulevards, the main east-west commercial streets of the city, have excellent public transportation, through Westwood and UCLA out to the beach traveling west, and through West Hollywood and the Wilshire District to downtown LA traveling east. If you ever need a car, you can always rent one for the day using a fraction of the $2,000 you'll save by not taking the NY-based course.

Given that you'll be here to perfect your English, I need to add that for the most part, native Californians speak a standard "accent-neutral" form of American English. This is hardly true of native New Yorkers. The last thing you want is to do is have your speech influenced by a regional accent.
