You'd think that USAID could find more worthwhile ways to deliver overseas aid than by providing (what at least appears to have been) completely unnecessary surgery in a relatively affluent country like South Africa.

I have always wondered why the same sad excuse that pretends to justify circumcision for hygienic reasons, never seems to apply to hair on the head too... actually, it would apply even better to girls and women than to men, who tend to wear longer hair.
