'Going Dark' in this reference doesnt have anything to do with energy, they are just hiding the cigarettes, they wont be in view when customers come into stores.
And regardless, turning off your lights in other instances or conserving energy personally will cut down on the amount of energy used and produced and yes, slightly limit greenhouse gas emissions. But this isn't an environmental issue, it's a health issue. I suppose they believe by not having cigarettes on display, they will limit the number sold, especially to younger people.
And, I'm pretty sure you could live without retail bags that plaster ABERCROMBIE or AMERICAN EAGLE on the side, for environmentally friendly brown bags if that were the case. What's the difference, you still have your clothes, do you need to be a walking advertisement? Plastic bags take forever to decompose. The province of Ontario is also cutting the use of plastic bags, in the LCBO, the store that sells booze, controlled by the province will no longer be using plastic bags for this reason, just those pesty brown bags.
There are some things more important than labels and showing off the amount of money you spent for the same generic clothing with a big bag that has AMERICAN EAGLE plastered on the side.

And about the original post, I dont think its going to be a huge benefit as we wont see large numbers of people quitting smoking just because the cigarettes are 'going dark', but even if it deters one kid from buying cigarettes its worth it. Smoking kills.
In the mean time in this province you can buy alchool (beer and wine) in any corner stores in full diplay. What is next putting laundry detergeant in brown boxes

It's a drug. Frankly, I disagree with drugs as a whole - I certainly don't think they should be easy or obvious to buy, and anything that takes them more out of the public consciousness is damn fine by me.
It's a good way for them to be seen to be doing something without the risk of it having much effect. They can't afford to lose the revenue from the taxes.
The stupid thing about it is that there can still be labels affixed to the displays.
