No-one in the shot seems too interested in what gramps is doing, and I don't see anyone who can be unmistakeably identified as an employee of the ship.

And, does anyone know for sure if this is a 'dry' snack shop? Any chance booze was involved?

It's a cruise ship. Booze is always involved. Haven't you been on one? People drink as soon as they get onboard.

I don't think anyone in modern times is likely to interfere with a parent and his child or grandchild when no one is crying or getting abused in a public place.

Unless there were Southerners on board in that room, and they, of course, wouldn't hesitate to butt in and warn him, as it's a community thing down here so it wouldn't be crossing any line to ask "do you think that might be a little unsafe, Sir?"

As for staff absent, I do think if any had been near him and seen what he was doing the staff member would have immediately told him to stop it.
