Ah, so you're saying that SpaceX reimburses the US government for the billion dollar payload when this happens?

There haven't been any payloads on Starship except dead weight -- you don't put payloads on test flights that aren't even planned to reach orbit.

As for the missing $1bn satellite, SpaceX didn't spend any money on it, so why would they get paid when it went astray? And according to every single source I could find, the error was by Northrop-Grumman which provided the mechanism that was to move the satellite out of the final stage.

And the load that blew up on the way to the space station? Government self-insured (a strange system that involves moving money from one budget column to another), and not worth anywhere near $1bn.

It's a heck of a lot cheaper than the old method where the service provider (e.g. Boeing) could run costs up and were guaranteed to get paid regardless because the government was on the hook for the cost. SpaceX pays for its vehicles and when one screws up the only payment they get is from space insurance (our newest capitalist scam?). Just compare costs: Boeing's rockets costs billion$ per launch, SpaceX's cost tens of millions. Boeing's moon rocket. And usability: Boeing's beast can launch once per year at an overall cost around $4bn; SpaceX's moon version can relaunch in ten days at a cost of under $100mn.

So SpaceX gets those payload contracts because they're the best deal.

The real issue with SpaceX is Musk, who thinks that because people are fans of his rockets he is fit to pronounce on any topic he wishes. I used to be a fan, but my more recent opinion is that it's too bad he wasn't in the driver's seat when they sent his Tesla out towards Mars.
 
Well can't argue with hating on Boeing and the other Space whores who are/were as bad as Musk.
