Heck, I've made the same gesture as Obama when speaking in public; it means, "Okay, calm down". But Musk wasn't public speaking or doing anything else that makes the gesture into anything but a Nazi salute.
I've also seen it used to mean, "Okay, all you guys out there" when doing public speaking.
