There was. It was written into the Medicare D legislation that passed during the George W Bush term back in 2003.
It was repealed by the Inflation Reduction Act of 2022 (IRA).

				The pharmaceutical companies have filed lawsuits claiming the IRA provision is unconstitutional. And Republicans have said they plan on repealing the IRA which means that Medicare would no longer be able to negotiate for reduced drug prices for Medicare recipients (something that almost every country other than the US does for their socialized health insurance).
