Any "reform" comes from Congress, and all of it will die in the House.
There's one way to reform the Court somewhat that would work: add two more seats so that there would be the same number of justices as circuits, and let the two parties in the Senate each pick one new justice. Though if I were writing such a law, I'd include a provision for splitting the Ninth Circuit, putting California, Nevada, and Arizona in a new Twelfth Circuit and allowing four years to prepare for the change (thus tossing the choice of a twelfth SCOTUS justice into the future).
 
One of the best things that he could have done is to have put the justices on rotating term limits so that every president has a fair shot at nominating a replacement. The fact that Trump appointed 3 justices should have never happened.
Not possible -- that would require an amendment to the Constitution, which specifies that justices keep their seats under "good behavior". It might be possible to get around that somewhat by passing a law defining "good behavior", though enforcement would be a problem; the Court had shown that it cannot be counted on to police itself, but having Congress do so would just make the situation even more political.
 
Any and all reform will die in the House; everyone knows this. Even when the Democrats controlled the House, the usual suspects would have tanked Judicial reform—not the Trog usual suspects either. This was a dead issue from day one.
It's one of those things that all Congresscritters support in principle but will rely on any such bill to die on committee. The only way to accomplish it would be to have the law not take effect for twenty years, by which time most of the Congresscritters passing it would no longer care. That could be helped along by putting limitations on Congressional terms of office.
 
When the Republicans rushed through all of the Trump justices, they also discussed trying to pass an Amendment to fix the size of the court at 9 justices.
Which was only considered because Democrats threatened to steal the Court by expanding it.
There is already legislation on the books that would allow for the "retirement" of SCOTUS justices.
The Constitution specifies that they shall hold office on "good behavior", which means that unless and until a justice behaves egregiously badly they remain on the Court.
 
If a Republican were in office, he would do it and let it take years for the Courts to argue about it while it were in effect.
It wouldn't take years; the law would die as fast as the ink of the president's signature dried. It's clear that only Congress can alter the size of the Court, and no one can change the term of service, so any such action would be fast-tracked to the Supreme Court -- and the language in the Constitution is clear enough on these that no court would uphold any such executive action.
