I don't think that is Trump's primary motivation. I think there are people around Trump who have agendas and he is the vehicle for those agendas.

Trump is a malignant narcissist. His primary motivation is ego protection. He cannot admit that he is wrong.

He fucked up COVID, so he has to destroy the CDC, the NIH and the vaccine expertise because they know he fucked up.

The BLM protests happened on his watch in 2020. This time around, he's going to overreact because he has to cover up how badly he handled the 2020 protests.

He really believes he's right and everyone is wrong. He's going to do all of the things that he was prevented from doing between 2017 and 2021. He blames the people who constrained him the first term for his failed Presidency and this time, he has removed anyone who is competent and replaced them with weak, amoral people so that he can "do it his way" this time around.
