It's easy to see how problems with labor and the economy might contribute to social unrest. Are you saying that such problems cause so much anxiety for the government that they extend their restrictions to seemingly unrelated issues like cleavage?

Individualism is non-conformist. Not adhering to social 'norms' singles you out as a troublemaker. Cleavage is the new frontier war on personal freedoms. So yes, they're clamping down on everything that might single people out as troublemakers.
