The ban also extends to smoking, drinking, adultery, sexually suggestive clothing, even reincarnation.

It is possible that because of the slowing economy, crackdowns are likely as jobs are going to be more difficult to hang on to, or find. The boom is turning to bust, as Li Keqiang's speech already indicated, too many government controlled companies have been keeping staff on and producing stuff whilst demand has dropped, leading to a glut of stuff that isn't selling. Workers will probably be laid off, and that would mean social unrest if they're not getting an income to live on.

It's easy to see how problems with labor and the economy might contribute to social unrest. Are you saying that such problems cause so much anxiety for the government that they extend their restrictions to seemingly unrelated issues like cleavage?

Individualism is non-conformist. Not adhering to social 'norms' singles you out as a troublemaker. Cleavage is the new frontier war on personal freedoms. So yes, they're clamping down on everything that might single people out as troublemakers.
