Do the local mobility scooters have all that stuff?

I understand that those gas or electric assisted bicycles and small motorbikes are allowed on the roads in many areas, too, depending on how fast they go.

If they don't, they get ticketed if they're outside city limits. I haven't checked the city laws, but I do know that every pedaled tricycle, motorized wheelchair, and electric scooters that move around my corner of town have tail lights, headlights, and turn signals; they don't need windshields if they can't go over 25mph.
