So pissing an "educational program or activity recieving federal financial assistance"? And who pray tell, is being " denied participation"? Do you really believe the statute was intended to mandate that boys be entitled to shower with the girls?

Running a school is an education activity. The states are trying to discriminate against students on the basis of sex.

In Pennsylvania, the Philadelphia Center for Transgender Surgery posts cost estimates for different procedures. Its price list mentions estimates of $140,450 to transition from male to female, and $124,400 to transition from female to male. This list, unlike many others, includes potential costs for things such as anesthesia, hospital stay and each of the potential surgeries that someone transitioning from one gender to the other may want or require. These numbers are based on one surgery center though, and will change depending on factors such as insurance, the hospital that is attended or if someone is using a different surgery center altogether.

In the province of Ontario in Canada I believe OHIP covers the sex reassignment surgery costs. However, I heard people who have the surgery regret it and sometimes are NOT HAPPY IN THE END. This is why a lot of trans people do not have the surgery it is a waste of time.
 
The issue also involves lovker rooms and showers.
The objection is not limited to potential rape and abuse. Most girls do not want to share with boys. It is an issue of sexual privacy. Political correctness is all about exaggerating the "rights" of the tiny minorities and ignoring the rights of the vast majority.
I also think liberals tend to think being transexual is like being gay. We all would agree that being gay is not psychological. But appears to be physiological, genetic or congenital in origin. It can not be cured or treated. BUT the same is not necessarily true of the transexuals. That is, in my opinion, more likely to be a personality disorder, psychological in origin an potentially curable like narcissistic p.o., obcessive compulsive p.o. etc.
Schools should not encourage kids to make a decision committing themselves to be outside the mainstream in school, and to live a frustrating life trying to be something they cannot really be. Perhaps they will make that decision as adults, but we should protect children from making bad decisions affecting their entire future.

There should be unisex bathrooms so anyone can use them. In Toronto I know the 519 Church Street community centre have washrooms that are open to trans people. These washrooms are not for any specific gender. But I think people need to look at it from the other perspective, the washroom separation is important because men and women bodies are different. I think the solution is just creating more unisex washrooms. I can understand WHY some women or teenage girls have a huge problem with MTF using the women washroom. I know this is not PC but a lot of women like Germaine Greer do NOT believe trans women are real women. Many women have said they feel transwomen are actually biological men invading a female space. As I noticed before there is no controversy about FTM I think they can pass better in many instances. Nobody complains about FTM everyone is complaining about MTF.
 
The simplest solution is a universal washroom. And to its credit, Ontario is really taking the lead in this. The best way to give everyone the ability to piss and shit in the setting that makes them the most comfortable is to provide a universal bathroom that meets the needs of those with barrier free requirements as well as the transgendered. Win. Win.

You have to differentiate between the MTF who've actually been under the knife and all those who have an urge to "live their truth" (like Rachel-Dolezal does) and wear nice clothes but don't actually visit the surgeon.

The taxpayer certainly do not win, and you have not dealt with the dictate as it relates to locker rooms and showers. Are we going to be forced to build an individual locker room for each kid, and a shower room for each?

Usually it involves knocking out a wall between two rooms.
University I attended did it on one floor for security access reasons. Care factor zero.
