It looks like the horizontal bar is actually in place of a clasp. The horizontal bar passes through a ring/hoop at the other end of the chain securing it around the wearers neck.

Actually there are quite a few that I would buy with no hesitation if I had a large enough garden in which to place them correctly. I find the idea of a ruin quite appealing.

Even some of the statuary is aesthetically pleasing and in the right position would add interest to a garden.

Obviously some of them are hideous but on the whole there are few that I wouldn't consider.
