Aside from that, it could be fungal rather than bacterial, I think. Try some Clotrimazole cream. It's OTC and completely harmless if it doesn't work.

I guess there's a slim chance it could just be plain old acne. Some people have persistent acne. I have acne on my back and neck that comes and goes and always has since I was 12. Nothing I've ever done has gotten rid of it completely.
