It's probably a good time to recall that DOGE cut thousands of employees of the National Park Service - the people whose job it was to pick up the trash on Federal land... like the public monuments in the District of Columbia.

Military service members in the junior enlisted ranks received a 14.5% raise in 2025. Most other service members got a 4.5% pay bump. Some senior officers received smaller percentages.

Once upon a time, Congress allocated budgeted money for specific programs or for new employees in the government.
These days, Executive Orders seem to create new positions (especially for donors and allies and cronies) and completely new departments out of thin air.
Most people agree that US government websites need to be updated - in technology and in security. Famously, during the Obama Administration a new position and a new department under OMB was created by Executive Order. That department - United States Digital Service (USDS) - and its head, the Chief Technology Office of the United States, was created after the Healthcare.gov debacle. USDS' mission was to standardize government websites and to provide internal consulting services to government agencies. The original staffing of USDS came from Google- largely the same team from Google that fixed Healthcare.gov. The funding for the websites came from each department's budget from funds allocated by Congressional appropriation.
Trump ran off most of the USDS staff and brought in Musk cronies (including "Big Balls") to staff USDS, renaming it The Department of Government Efficiency (DOGE). DOGE is staffed with contracted employees, which bypasses the OPM hiring rules and bypasses the requirement for Congressional appropriation. This EO also adds a National Design Studio and such efforts are time-consing and expensive- likely hundreds of millions of dollars.
Can't wait to see what the National Design Studio comes up with, judging by the garish, tasteless design ethics of the White House.

For all intents and purposes, the US has had a single party federal government in Congress for a long time now.
The difference this time is that ideologues and far right wing religious extremists have co-opted the Executive branch...effectively governing as a 'third' party having hijacked the GOP.
