Is there a way to continue social services and nothing else?

By law, there are "essential services" and "obligated payments" that must continue.

So, if you're an inpatient in a VA hospital, you don't have to worry that your nurse won't be there after shift change. On the other hand, if you have an outpatient appointment, that might be canceled.

If you get a Social Security check, that will go out and the personnel required to issue the check will be at work. If you have an in-person appointment at a social security office, that will likely be canceled.

Airports will remain open and ATC controllers will be at work.

Oh, and the people collecting student loans... they will still be at work.

Essential workers don't get a paycheck until the government shutdown ends. But once it ends, they get back pay.

And they are the ones making final judgements that empower Trump by making up interpretations of the constitution that support this. And that is why she thinks there is rule of law. But she knows it is increasing a sham. The lower courts are trying to rule inaccordance with the constitution. The SC is over-rulng them again and again.
