You're determined to make over that tale into one you like, to justify what looks more and more like your just plain arrogance.

Rocha's abuse did have to do with DADT, and if you can't see that you're making yourself deliberately blind. DADT kept him from avoiding the abuse by being honest; that's the real abuse under the policy.

As for PTSD, do you have a psych degree? preferably at least at the master's level? or any psych training, for that matter? Having had some psych and counseling training at that level, I can tell you one thing right out: your attempt to diagnose and ascribe motives based on a few lines in an interview is about as sound a procedure as the wildest conspiracy theory reasoning is for obtaining the truth... on a good day.

I've got a lot more material to work with from you, and it isn't sufficient to hypothesize, let alone make the sort of grand declarations you've done. You're indulging in what my professors would have called -- being polite -- "wild speculation". Heck, I could make a better case for you having a personality fixation problem and that you're compensating for your candidate losing by being very negative not only about the one who beat her, but everything associated with him, than you can for your conjectures about Rocha.

Granted, your conjecture just might happen to be right -- but you lack anywhere near sufficient material to even present it as a "guessypothesis". But your guess is discredited by the fact that you toss to the side one sound principle of making any diagnosis: you do in fact take the subject's words at face value until substantial evidence generations significant doubt. You don't have substantial evidence; indeed, you have a spare smattering of a dribble.
