it should be. I was in the last seat of a rollercoaster last week at six flags and everytime it was going down the hills some dumb ass in the front seat was spitting and it was flying to the back.. I though it was rain droplets at first it was icky
 
It is a disgusting practice, but if made illegal, what should be the punishment? In Singapore, spitting in public could get you jailed and flogged.

It is gross, but sometimes you need to do it. If I absolutely have to, then I find the nearest bin, or, lacking that, the grass. It can always use the extra moisture.
