What is telling is that we have the highest number of incarcerated people on earth. Even China has less and they have four times the people.
It would be good economic policy to end the war on drugs. There are so many things wrong with it, and the cost to society is absurdly high. While Americans only represent about 5 percent of the world's population, one-quarter of the entire world's inmates are incarcerated in the United States. Insane. Perhaps sentences are too long across the board as well?
On the other hand crime rates are pretty high in the US as well. I would guess you have a fundamental problem there. Too much poverty, coupled with lower social mobility than in Europe now? Perhaps harsh sentencing is a necessity. But making softer drugs legal and abolishing the harsh mandatory sentences for drug crimes (except dealing) and placing more emphasis on treating the addiction can only have positive consequences.
